This incident caused the temporary shutdown of the CTA tunnel and the Terminal 3 parking area.

Two more people have been arrested related to a theft at London's Heathrow Airport in which 21 people were injured by what is thought to be pepper spray, according to law enforcement.

A 24-year-old man, was arrested in the Lambeth area for suspected robbery and assault and a 23-year-old woman was detained for suspected conspiracy to commit robbery. They both remain in custody, the force said.

The arrests follow an investigation into an attack at the multi-level parking garage at Heathrow's Terminal 3 on Sunday. Prior to the incident, two women were robbed of their suitcases after getting out of a car park lift.

A three-year-old girl was among the those hurt during the incident. Five people were taken to the hospital for medical care and were later discharged.

Police arrested a 31-year-old man on suspicion of theft and assault near the scene. He was subsequently released under investigation as the investigation proceeds.

Authorities were called at approximately 8:10 in the morning GMT following reports of a number of people injured by a noxious substance believed to be pepper spray.

The assault - an event that police said was isolated and not being treated as terrorism - resulted in delays to rail services and the temporary shutdown of the main airport tunnel and the Terminal 3 parking facility briefly.
